Port Security Inter-Modal Pattern Recognition,
Investigation and Alert Network (PRIAN)

The Problem: |
| |
The failure of intelligence that in part permitted
the 9/11 terror attacks to occur within US borders was a failure
to consistently collect, gather and analyze data. In the Maritime
Industry many systems have been developed to support port, cargo,
container and personnel security, but none have been integrated
and no system has been designed to holistically monitor, identify,
quantify and qualify patterns within the existing systems. Neither
has a system been developed that could be used consistently
by all US (North American) ports to share information and communicate
both between ports and with law enforcement agencies involved
with Port security. |

Approach: |
| |
Empowered Media, a media and software development
company with senior personnel experienced in information analysis
and building systems for federal investigations, will act as
a conduit and coordinator for a shipping industry consortium
and will create a proto-type information system and data exchange
network to facilitate pattern based risk assessments and a risk
alert network. Empowered Media will use its proven and secure
web-based Application Service Provider (ASP) communication,
workflow and alert system as the foundation for intra-industry
and government communications. |

Objectives: |

Empowered Media along with its industry partners
has three primary objectives and one ancillary objective as
follows:

connect existing industry
(port) and government data sources to create a more holistic
view of the traffic patterns including cargo, containers,
ships, personnel and businesses |

apply investigative technology
to specifically identify risk patterns within the data |
| |
|
provide communication tools
and risk based alert notices to industry and law enforcement
entities (across regional port systems) |

|
track personnel, cargo
destinations and data not currently monitored in port,
cargo and container security systems |

Anticipated Results: |
| |
The immediate tangible results of this project
will be a web-based portal system and business-government information
(alert) network that provides risk-based alerts to system users.
The system will not require significant new data systems since
it uses data currently collected and housed in many disparate
systems and largely performs analysis via pattern matching algorithms
on existing data. In some cases (such as port entry and exit
screening additional systems will need to be added). |

Implications of Project Results: |
| |
As a result of this project, ports, industry
supply chain partners and government agencies will be able to
identify patterns and increased risks in container shipments.
Industry supply chain partners and government agencies will
be able to communicate and act more efficiently in the effort
to secure America's ports. As a side benefit industry partners
will experience increased efficiencies through better information
management. |

Empowered Communications is an easy-to-use, online
communications system that integrates e-mail, secure messaging, document
storage, scheduling and administrative functions. The software can
accommodate hundreds of users. It has the potential to provide worldwide
communications, data and document storage, training and archiving
for global organizations. |
